Liberals, explain to me how we spend our way into economic prosperity?

Our President recently has said that he's going to increase spending to get the economy back on track, tell me HOW is that supposed to work? From how I've learned if you want to stimulate and economy, you put more money back into the hands of the consumers, by LOWERING taxes.
