1997 Honda Prelude SH. Just rebuilt the engine. It will not rev over 3000 RPM's. any ideas why? How do I fix?

Check the MAF. Sounds like a fuel problem. If the m air flow sensor got dirty or damaged during the teardown or reconstruction, it could be sending bad messages to your injectors, which will close them too soon as the RPM's increase, resulting in a symptom like you mentioned. Otherwise perhaps your cams werent installed correctly, and your timing is off.
