JW's... if a married couple in the "truth" who serves Jehovah, DO NOT find anything wrong with engaging in mut

I asked a question earlier about mutual within a marriage... and someone's response has led me to this question. If a married couple in the "truth" who serves Jehovah, DO NOT find anything wrong with engaging in mutual oral ... and their conscience allows it... is this a matter that is their personal and private business that doesn't require judicial and congregational action? Is this a conscinece matter? (If thomas_tutoring2002 also sees this question... please respond.)
